Abstract The research title; the Development of Participatory Supervision Model Using 'Care' Application to Develop the Student Care and Support System by Teachers, Doctors, and Parents of Schools under an Authority of Khon Kaen City Municipality is a kind of research and development (R&D). The research objectives were 1) to study basic information on supervision in developing student care and support systems of schools under the authority of Khon Kaen City Municipality 2) to construct a participatory supervision model using 'Care' application to develop the student care and support system by teachers, doctors, and parents of schools under an authority of Khon Kaen City Municipality 3) to try out the participatory supervision model using 'Care' application to develop the student care and support system by teachers, doctors, and parents of schools under an authority of Khon Kaen City Municipality and 4) to evaluate and improve the participatory supervision model using 'Care' application to develop the student care and support system by teachers, doctors and parents of schools under an authority of Khon Kaen City Municipality. The research samples were 302 teachers from the schools under and authority of Khon Kaen City Municipality. The research instruments comprised the document analysis form, an interview form, a participatory supervision model to develop the student care and support system by teachers, doctors, and parents of schools under an authority of Khon Kaen City Municipality. 4.1) Compare the achievement results and percentage of learning development progress of students before and after screening using 'Care' application. 4.2) Study the satisfaction of teachers who participated in screening students using 'Care' application.
The sample group used in the research was 302 teachers under an authority of Khon Kaen City Municipality. The research instruments consisted of document analysis form, interview form, participatory supervision form to develop a student care system by teachers, doctors, and parents in schools under an authority of Khon Kaen City Municipality, participatory supervision evaluation form, questionnaire on teachers' satisfaction. Data analysis used mean, standard deviation, and content analysis.
The research findings revealed that
1. The study of the basic information of the student care and support system and participation using 'Care' application found that the student care and support system is a mission of educational institutions containing 6 components: 1) knowing students individually 2) screening students 3) support and development, 4) prevention and improvement, 5) referral, 6) supervision, follow-up and evaluation. And the process of participation consists of 1) joint thinking 2) joint decision 3) joint operation and 4) joint responsibility.
2. The participatory supervision model using 'Care' application to develop a system of care and support for students by teachers, doctors, and parents of schools under an authority of Khon Kaen City Municipality consists of 5 components: Component 1, the name of the model of participatory supervision to develop the student care and support system by teachers, doctors and parents of schools under an authority of Khon Kaen City Municipality. Component 2, the principles of the model of participatory supervision to develop a system of student care and support by teachers, doctors, parents with the participation of teachers. Component 3, the objectives to develop the student care and support system by teachers, doctors and parents. Component 4, the procedures of the model that consist of 6 steps; Step 1: Supervision Plan (P), Step 2: Educate (E), Step 3: Supervision Implementation (Do: D), Step 4: Encourage (E), Step 5, Product Evaluation (E), Step 6: Publish to the public (P) for sustainable development or called PEDEEP MODEL. Component 5, the model of an assessment such as the assessment of participatory supervision to develop the student care and support system by teachers, doctors and parents, and the assessment of the teachers' satisfactions towards the participatory supervision model to develop the student care and support system by teachers, doctors, and parents of schools under an authority of Khon Kaen City Municipality. The results of assessment on an appropriateness, possibility and usefulness of the participatory supervision model to develop the student care and support system by teachers, doctors and parents of schools under an authority of Khon Kaen City Municipality are suitable at the 'Most' level in all aspects.
3. The results of the implementation using the participatory supervision model using 'Care' application to develop the student care and support system by teachers, doctors, and parents of schools under an authority of Khon Kaen City Municipality, according to the supervision assessment focused on the participatory action to develop the student care and support system by teachers, doctors and parents, reveal that before and after the implementation are different.
4. The results of the evaluation of the use of the participatory supervision model using 'Care' application to develop a student care system by teachers, doctors, and parents of schools under an authority of Khon Kaen City Municipality found that
4.1 The learning development achievement of students after using the screening of the 'Care' application is significantly higher than before the experiment at a level of .05.
4.2 Teachers are satisfied with the participatory supervision model using 'Care' application to develop a student care system by teachers, doctors, and parents of schools under the Khon Kaen City Municipality, overall is at a 'Much' level.
